DoD Performance Management and Appraisal Program

The first strategic theme in the Voyage Plan focuses on our people, “Harnessing and Developing a Diverse, Capable and Talented Workforce.” We encourage our employees to reach their potential and achieve professional satisfaction by providing them with the necessary training, tools, mentoring opportunities, and encouragement.

Supporting that strategic theme, this week we begin implementation of the Department of Defense Performance Management and Appraisal Program, also referred to as “DPMAP.”


This new performance system, which emphasizes a collaborative process, seeks to institutionalize a culture of high performance. The new program fosters greater employee/supervisor communication and accountability, increased employee engagement, transparent processes, and improved capabilities in recruiting, developing, and rewarding our workforce.

Importantly, DPMAP focuses on employee involvement and open two-way communication between the supervisor and employee, as well as linking employee performance elements to the MSC mission.

Moving forward, this performance management and appraisal program will cover our ashore-side General Schedule (GS) workforce. DPMAP has the full endorsement of our union partners at the local and national level.  This further exemplifies the level of commitment and collaboration to produce a performance management program that has the best interest of all in mind.

I want to thank all our team members for diligently preparing for the kickoff of the program. Your focus on training sessions, drafting performance elements and coordinating closely with your supervisor will provide a solid foundation as we begin the program.

In closing, DPMAP stresses the need to spend time developing our people. With that in mind, I will be setting aside uninterrupted time each week dedicated to talent development and performance management upkeep.  I challenge each and every one of you, at all levels, to follow my example.  Collectively, we will ensure a successful program and realize the vision of becoming the employer of choice within DoD.
